New Rules on Drones (UAVs) Approved by the European Commission (EC)

/22nd December 2017, EASA, EC, DRONE MARKET WATCHTM/ EU ambassadors (Permanent Representatives Committee) today endorsed the deal concluded with the European Parliament on 29 November on revised common safety rules for civil aviation and a new remit for the European Aviation Safety Agency (EASA). The reform includes the first ever EU-wide rules for civil drones, that will allow remotely piloted aircraft of all sizes to fly safely in European airspace and will bring legal certainty for this rapidly expanding industry.

EU Agrees Registration Rules for Drones, Downloads of Flight Recordings

/30th November 2017, REUTERS by Julia Fioretti/ Drone owners in Europe will have to register their devices if “dangerous” and aircraft makers ensure that black box recordings can be downloaded in real-time if a plane is in distress under a sweeping reform of Europe’s aviation safety agency. European Union lawmakers and member states reached a tentative deal early on Thursday on a long-awaited reform of the European Aviation Safety Agency (EASA), which includes Europe’s first ever rules on drones.

Ready for Drones (RPAS) in the European Union (EU): Are you?

Joint Authorities for Rulemaking on Unmanned Systems (JARUS)

/8th May 2017, DRONE MARKET WATCHTM/ JARUS is a cooperation of (currently) 45 civil aviation authorities worldwide and its aim is to develop harmonised rules for unmanned aircraft recommending a set of technical, safety and operational requirements for the certification and safe integration of drones into airspace and at aerodromes. European Commission and the European Parliament have recognised JARUS as the most pragmatic ‘working engine’ to develop the necessary rules. This will ensure harmonisation worldwide and JARUS is expected to contribute to the ICAO work. The EU is, therefore, fully engaged in JARUS and provides significant resources.

Enabling Technologies for Safe Operation of Drones (RPAS) into European Non-Segregated Airspace

Drone (UAV) Flight Rules in South Africa and Amendment Part 101

/23rd January 2017, DRONE MARKET WATCHTM/ Main stakeholders responsible for drone (UAV) flight regulation in South Africa is the Civil Aviation Authority (SACAA), which is subordinated to the Ministry of Transport and Air Traffic and Navigation Services SOC Limited. The Minister of Transport signed the Eight amendment of the Civil Aviation Regulations, 2011.  The amendment which contains Part 101:  Remotely Piloted Aircraft Systems came into operation on the 1st of July 2015. This amendment is obligatory for drone (UAV) use with commercial purposes. SACAA has issued the first pilot’s license for remotely piloted aircraft systems (RPAS) on 10th July 2015. Such license is required for drone (UAV) use with commercial purposes.

Legal and Regulatory Framework for Drone (UAV) Operation in Japan

Main regulation documents affecting drone (UAV) flights in Japan are Civil Aeronautics Act and Civil Code.   At the moment Japan UAS Industrial Development Association (JUIDA) is currently working with the Japanese government to establish systems for operator licensing, business registration, and production and sales registration.

Regulatory Framework for Safe Operation of Drones (RPAS) into European Non-Segregated Airspace

The current regulatory system for RPAS based on fragmented rules for ad hoc operational authorizations is an administrative bottleneck and hampers the development of the European RPAS market. National authorizations do not benefit from mutual recognition and do not allow for European wide activities, either to produce or to operate RPAS.

Ensure Security of Drone (RPAS) Operations in Europe

Potentially, RPAS could be used as weapons, the navigation or communication system signals of other RPAS could be jammed or ground control stations hijacked. The information needed to manage 4D trajectories in the future air traffic management system and to remotely control and aircraft will need to be communicated and shared in real time by different aviation operators to optimize the performance of the system.
